Apparently there's currently a bug or somesuch that's preventing more than 1-2 suits from showing up. There's a full lineup for every race.

They're not designed to be the best suit ever at all times. They're designed to either allow people to work on their passive skills, or reward people who play a lot of FW with a suit they can use specifically for facwar.
